This is exactly what's wrong with allowing business interests to dictate public policy. Here we have the largest fresh water system in the world & the abuse by shipping companies has been ignored for 20 years. One estimate, for example, put the total cost of just thepipe-clogging zebra mussel to regional industry at about $2 billion over the past two decades.
Taylor and Roach reached their estimate by tracking what overseas cargo moves on the seaway and projecting the cost of moving that material to the region by rail, truck or Mississippi River barge.
